How to Check Your Filer Status in Pakistan (and Verify Your NTN)
Filing isn't the same as being a filer. Check your FBR Active Taxpayer List status with one SMS to 9966 plus how to verify your NTN and fix 'inactive' status
You filed your return — or your bank just charged you the non-filer rate and you have no idea why. Either way, the question is the same: am I actually a filer right now? Good news: this is the easiest check in Pakistan's entire tax system.
The short answer: Send an SMS — type ATL (space) your 13-digit CNIC (no dashes) — to 9966, and FBR replies with your status. Or search the Active Taxpayer List online at FBR's ATL search page. If you filed recently, wait for the weekly update: the ATL refreshes every Sunday (FBR, retrieved 2026-07-05).
What is the Active Taxpayer List (ATL)?
The ATL is FBR's official, public list of everyone who has filed their income tax return — and it's the only thing banks, property registrars, and car dealers check when deciding whether you pay filer or non-filer withholding rates. Filing your return is step one; appearing on the ATL is what actually changes your rates.
"In Pakistan you're not a filer when you file — you're a filer when your name appears on the Active Taxpayer List. Checking takes one SMS."
If you're not sure why the difference matters (it's often 2–4× more withholding for non-filers), see our guide on filer vs non-filer.
How do you check filer status by SMS?
The SMS method works from any phone, no login needed:
- Open a new SMS.
- Type ATL, a space, then your 13-digit CNIC with no dashes — e.g.
ATL 3520212345678. - Send it to 9966.
- FBR replies with your current status — active (filer) or not.
For a company or AOP, type ATL, a space, then the 7-digit NTN and send to the same 9966 (FBR, retrieved 2026-07-05). Standard SMS charges apply
How do you check filer status online?
Two official routes:
1. The ATL search page (no login): open FBR's Active Taxpayer List search at e.fbr.gov.pk (ATL Search Utility), select the relevant tax year, enter your CNIC/NTN, and search. Your row shows whether you're on the list.
2. Through IRIS (login): log in at iris.fbr.gov.pk → your profile shows your taxpayer/ATL status. Slower, but useful if you're already there filing. If you've never registered on IRIS at all, start here: how to register on IRIS and find your NTN.
How do you verify an NTN by CNIC?
For individuals, your CNIC is your NTN once you're registered on IRIS — there's no separate number to memorise. So "NTN verification" for a person usually just means confirming your registration exists: use FBR's online verification (Taxpayer Profile Inquiry) with your CNIC, or the ATL check above — if you appear, your NTN is live. Businesses and AOPs have distinct 7-digit NTNs, verifiable the same way.
I filed my return — why am I still showing as a non-filer?
Almost always: timing. The ATL updates every Sunday, so after filing it can take up to about a week for your name to appear. Filed on Monday? You may not show until the following Sunday's refresh. This catches thousands of people every year — you didn't do anything wrong.
Two other common reasons:
- You filed after the deadline. Late filers get back on the ATL only after paying the late-filer surcharge — Rs 1,000 for individuals (FBR; see our income tax filing guide for the deadlines and penalties).
- You filed for the wrong year. ATL status keys off the relevant tax year's return. Filing an old year's return doesn't activate you for the current cycle
What if I'm not on the list at all?
Then the fix isn't checking harder — it's filing. The full walk-through (documents, IRIS steps, deadlines) is in the income tax filing guide. File by 30 September 2026 for Tax Year 2026 and you join the ATL at the next weekly update, at the normal rates, with no surcharge.
For anyone who saves or invests, this one status quietly decides what you keep: profit on savings, dividends from mutual funds, even property transactions all withhold at the higher non-filer rate until your name is on that list.
Frequently Asked Questions
How can I check my filer status in Pakistan?
Send ATL <your 13-digit CNIC> (no dashes) by SMS to 9966, or search FBR's Active Taxpayer List online by CNIC/NTN for the relevant tax year. Both are free official checks; the SMS reply is instant.
How long after filing do I become a filer?
The ATL updates every Sunday, so you typically appear within a week of filing. If you filed after the 30 September deadline, you also need to pay the Rs 1,000 late-filer surcharge before you're restored to the list.
Is my CNIC my NTN number?
For individuals, yes — once you register on IRIS, your 13-digit CNIC functions as your NTN. Companies and AOPs get a separate 7-digit NTN.
What does "inactive" filer status mean?
It means FBR doesn't have a return from you for the relevant tax year — either you haven't filed, filed for a different year, or filed late without paying the surcharge. Filing (plus the surcharge, if late) reactivates you at the next weekly ATL update.
Can I check someone else's filer status?
The ATL is a public list, so status against a CNIC/NTN is checkable that's how banks and registrars apply your withholding rate in the first place.
Does checking my status cost anything?
The online ATL search is free. The SMS to 9966 costs only your carrier's standard message rate.
The bottom line
Don't guess your status — check it. One SMS to 9966 tells you exactly where you stand, and the Sunday update cycle explains almost every "I filed but I'm still a non-filer" scare. If the check says you're not on the list, the path is the same for everyone: file, wait for Sunday, and every rupee of your savings and investments starts getting the rates you're actually entitled to.
